Section 61 Consent

Anderson Acoustics work with clients to develop Section 61 applications to gain consent for construction works under Section 61 of the Control of Pollution Act (CoPA) 1974. Section 61 applications are necessary on projects, because once consent has been granted, a local authority cannot take action under Section 60 of CoPA or Section 80 of the Environmental Protection Act 1990, provided the Section 61 and conditions are complied with.

Part of Your Team

We work collaboratively on-site with your environment and construction teams to get a deep understanding of your objectives, timescales and constraints.

Understanding the works

We discuss when, where and how you plan to undertake the construction and make recommendations which will maximise the rate of construction within acceptable noise limits.

Noise modelling

We generate a construction map to understand the layout of the site and the progression of the works and use noise modelling software to predict noise levels from static plant, mobile plant and haul roads.

We overlay mapping data of homes and businesses to identify which are likely to be affected by noise from any planned work.

Best Practicable Means (BPM)

We help clients demonstrate and implement Best Practicable Means (BPM) of reducing and mitigating construction noise within the constraints of local conditions, plant available/construction methodology, as well as time, and financial implications. These can include designing/specifying practical enclosures for plant, and their location on site, scheduling works to best suit the works programme, choosing alternative methodology where the level of noise predicted from desired methodology would not gain consent.

Noise, Dust and Vibration Management Plan

If required we can develop a Construction Noise, Dust and Vibration Management Plan which defines the measures to control and limit noise, dust and vibration emissions from the site, at residential properties and other sensitive receptors in the vicinity of a project.

Working with Local Authorities

Once a section 61 application has been submitted, we can assist further by liaising with our clients, local authority and other stakeholders to discharge conditions.

Compliance monitoring

We offer solutions for attended and unattended noise and vibration monitoring to meet the often-required condition of the local authority to gain S61 consent. We also provide dust monitoring services which is often a necessity where noise and vibration monitoring is required.

Community Engagement

Our Community Engagement team can provide on-site and telephone support to local stakeholders. Early communication can allay fears and an open channel of communication with neighbours has been proven to reduce the levels of noise annoyance they experience.
