Background
The Willesden Slow Lanes Blockade Network Rail project, located in the London Boroughs of Brent and Camden, required s.61 applications under the Control of Pollution Act. This application was granted with specific conditions, including the necessity for short-term attended noise monitoring during the works.
The works were essential maintenance and drainage works to prevent recurring flooding on the tracks.
Objective
The primary goal was to manage and mitigate noise emissions on-site through the implementation of Best Practicable Means (BPM) measures. Anderson Acoustics was commissioned by J Murphy & Sons to conduct attended noise monitoring and review BPM measures.
Monitoring Details
Attended monitoring was carried out focussing on the demobilisation of machinery post-completion of works, involving five diesel road-rail vehicles (RRVs)
Key Observations
- Noise Sources: The dominant noise sources were RRV engines and alarms. Each RRV engine was turned off when not in use, minimizing unnecessary noise.
- Safety Measures: Horns and slewing alarms were used as safety measures to alert personnel of RRV movements and attachment removals. These alarms are mandatory for health and safety compliance.
- Noise Levels: Noise levels ranged from 70 to 91 dB LAeq, with specific activities such as RRV hydraulic arm movement and siren usage contributing to higher levels.
- Mitigation Measures: Due to the nature of the works, implementing acoustic barriers or screening was impractical. However, it was recommended to reduce the volume of alarms to the minimum required for safety.
Conclusion
The project demonstrated a conscious effort to manage noise emissions effectively. Equipment was turned off when not in use, and mandatory safety alarms were used responsibly. The project adhered to BPM measures to minimise noise impact.
This case study highlights the importance of proactive noise management and adherence to safety regulations in construction projects. Our monitoring regime and recommendations aimed to ensure that noise levels were managed effectively.
