Background
Benchmark Architects, on behalf of Nazmo Ltd, commissioned Anderson Acoustics to conduct a noise and vibration assessment for a proposed residential-led, mixed-use development at the Waller Avenue site in Maidenhall, Luton.
The proposed development includes up to 342 residential units and approximately 1655 sq.m of commercial/employment space. Given the site’s proximity to noise and vibration sources, such as the railway and nearby roads, it was important to ensure that the development would provide a comfortable living environment for future residents.
What we did
We conducted surveys to measure noise and vibration levels from the railway, Waller Avenue, and the neighboring employment site. The results were then used to create a 3D noise model of the area.
Results and Mitigation
- Noise Levels: Daytime noise levels near Waller Avenue and the railway were found to be relatively high, but the layout and design of the development, including the provision of Mechanical Ventilation with Heat Recovery (MVHR) units, are expected to mitigate these impacts and help control internal noise levels by allowing windows to remain closed while providing ventilation.
- Vibration Levels: Vibration from the railway was within acceptable limits, indicating a low probability of adverse effects on residents.
- Acoustic Barriers: We recommended a 1.8-meter tall barrier along the site boundaries with the commercial premises and a 0.9-meter wall along the railway boundary will help reduce noise.
- High-Performance Windows: In areas most exposed to noise, we recommended high-performance windows to be installed to ensure internal noise levels remain within acceptable limits.
Conclusion
We concluded that, with the proposed mitigation measures, the development would comply with local and national noise policies. Noise and vibration are not expected to be barriers to the Council granting planning permission, provided the recommended measures are implemented.

Planning permission was granted by Luton Borough Council in July 2024 allowing the scheme to move forward.
