2 Thornlaw Road, West Norwood

Background 

Anderson Acoustics was appointed by Fuse Architects to undertake planning-stage noise and air quality assessments for the redevelopment of 2 Thornlaw Road, West Norwood. The proposed development comprises 20 residential apartments with community use at lower ground level, located adjacent to Knights Hill (A215) and opposite a 24hour operational bus garage. 

The assessments were prepared to support a planning application and to confirm that the site could accommodate residential use in accordance with  relevant national and local policy. 

The Challenge 

The site is exposed to elevated road traffic noise from Knights Hill, with  additional  intermittent noise from bus movements associated with Norwood Bus Garage. Measured night-time noise levels placed parts of the site within medium to high-risk categories under  ProPG, requiring a considered acoustic design response. 

The site also lies within the London Borough of Lambeth Air Quality Management Area. Although baseline pollutant concentrations were compliant with national  objectives, the introduction of new residential receptors and construction activity required assessment to  demonstrate  site suitability. 

Our Approach 

Environmental noise surveys were undertaken at representative site boundaries to  establish  robust daytime and night-time baseline conditions. The survey data was used to develop a calibrated 3D noise model, enabling façade-specific predictions and supporting  ProPG  Stage 1 and Stage 2 assessments in line with BS 8233. 

The air quality assessment drew on verified local authority monitoring data and London Atmospheric Emissions Inventory modelling. The scope included operational impacts, construction dust risk, and assessment against London Plan air quality neutral and positive policy requirements. 

The Solution 

A façade  based acoustic strategy was developed to control internal noise levels within habitable rooms. Mitigation focused on building fabric performance, including façade zoning and specification of minimum glazing sound insulation performance  appropriate to  predicted noise exposure.  

External amenity areas were assessed against BS 8233 guidance, with winter gardens and alternative quieter spaces used where  appropriate to  manage urban noise exposure. The overheating risk  was  also  assessed, with targeted alternative ventilative cooling  recommended  where Approved Document O  noise  criteria could not be met acoustically with open windows. 

From an air quality perspective, the assessment confirmed that predicted pollutant concentrations at the site were below relevant  objectives. The  carfree  nature of the scheme, use of air source heat pumps, electric vehicle charging and cycle storage resulted in negligible operational impacts. Construction dust risk was assessed as low to medium, with proportionate mitigation measures defined. 

The Outcome 

The assessments  demonstrated  that the site is suitable for residential and community use from both noise and air quality perspectives. Internal noise criteria can be achieved through coordinated façade design and ventilation strategy, and external amenity areas provide acceptable conditions for an urban location. 

Operational air quality impacts were shown to be negligible, with the development meeting policy requirements without the need for  additional  mitigation. The assessments provided clear parameters to inform detailed design and coordination. 

Conclusion 

This project reflects  our  approach to planning-stage environmental assessment on constrained urban sites. Measured survey data, predictive  modelling  and proportionate mitigation were used to support planning while providing clear, technically grounded guidance for  subsequent  design stages. 

Project Progress 

The London Borough of Lambeth  granted planning permission in January 2026.
