Background
UPP Architects + Town Planners commissioned Anderson Acoustics to conduct a Noise Impact Assessment for the proposed redevelopment of the first floor at 17-19 Station St, Burton-on-Trent.
The project involves converting the existing commercial units into four self-contained residential units. This assessment was required for the Prior Approval application under Class MA of the General Permitted Development Order (GPDO) 2015, which mandates evaluating noise impacts from commercial premises on future residents.
What we did
Our involvement aimed to :-
- Assess the existing noise environment at the site.
- Determine the potential noise impact on the proposed residential units.
- Provide recommendations to ensure acceptable internal noise levels within the new dwellings.
Methodology:
- Noise Survey – A continuous unattended environmental noise survey was conducted with measurements were taken at the front façade of the first floor to capture the noise environment. Short-term attended noise measurements and on-site observations were also taken.
- Assessment Criteria – The assessment followed guidelines from BS 8233:2014, WHO Guidelines for Community Noise, and NANR45 for low-frequency noise. Internal noise levels were evaluated against these standards to ensure a comfortable living environment.
Findings:
- Daytime Noise Levels: Predominantly influenced by road traffic and pedestrian activities
- Night-time Noise Levels: Notable low-frequency noise from nearby nightclubs was detected
- Internal Noise Assessment: The existing solid masonry walls were found to provide adequate sound insulation. However, the existing glazing needed to be upgraded.
Recommendations:
- Glazing: Add high performancr secondary glazing to achieve the required sound insulation
- Ventilation: Implement a fully mechanical ventilation system to maintain acceptable indoor noise levels without relying on open windows
- Construction: Ensure that the floor build-up remains unchanged or is improved to prevent noise transfer from ground floor retail units
Conclusion
The Noise Impact Assessment concluded that with the recommended measures, the proposed redevelopment would meet the necessary internal noise level criteria. We recommended granting planning consent for the project.
Project Progress
East Staffordshire Borough Council granted prior approval 5th December 2023.
