Background
TPM Studio commissioned Anderson Acoustics to conduct a comprehensive acoustic design review and planning noise impact assessment for the refurbishment of Brunei Hall, located at 35–43 Norfolk Square, Tyburnia, London.
The project involved transforming a six-storey building—historically converted from five townhouses—into upgraded residential and hostel accommodation. The primary objective was to ensure that the development complies with Westminster City Council’s (WCC) stringent noise and environmental standards, particularly concerning atmospheric plant noise and internal acoustic performance.
What We Did
Acoustic Design Review
A Stage 3 design review was undertaken to identify acoustic risks and opportunities. Key risks included:
- Potential bridging of resilient ceiling bars
- Noise transfer between high and low sensitivity areas
- Flanking noise via timber floors
- Crosstalk through ventilation systems
- Rooftop plant noise transmission
Mitigation strategies were proposed, including enhanced wall and floor constructions, resilient mounting of services, and careful detailing to prevent acoustic short-circuiting.
Baseline Noise Survey
An environmental noise survey was conducted at two monitoring positions:
- MP1: Front of the site, exposed to pedestrian and road noise
- MP2: Rear of the site, influenced by plant noise and indirect traffic
The survey established baseline LAeq and LAmax levels, which informed the design criteria for internal noise levels and plant noise emissions .
External and Internal Fabric Assessment
The existing façades and glazing were retained. Internal and external measurements confirmed that the façade provided sufficient sound insulation to meet WCC and BS8233:2014 criteria. A mechanical ventilation strategy was recommended to avoid façade penetrations
Plant Noise Impact Assessment
A detailed assessment of proposed plant installations—including air source heat pumps, condensers, air handling units, and emergency generators—was carried out. Noise-sensitive receptors (Norfolk Plaza and Royal Cambridge Hotel) were identified.
Initial calculations showed that pre-mitigation noise levels exceeded WCC limits. Mitigation measures included:
- Acoustic enclosures for basement plant
- In-duct attenuators for ducted systems
- Acoustic screens for rooftop units
Post-mitigation assessments confirmed compliance with WCC criteria.
Internal Acoustic Design
Custom sound insulation criteria were developed for residential and non-residential areas. Recommendations covered:
- Wall and floor constructions
- Reverberation control in common areas
- Roomside noise limits for building services
- Treatment of service penetrations and pipework
Detailed architectural markups were provided to guide implementation.
Conclusion
The acoustic design and noise impact assessment for Brunei Hall successfully addressed all regulatory and environmental requirements. Through rigorous baseline analysis, targeted mitigation, and detailed design guidance, the project ensures:
- Compliance with WCC and national acoustic standards
- Comfortable internal environments for residents
- Minimal noise impact on neighboring properties
Planning consent is recommended, subject to the inclusion of the proposed acoustic conditions.
