Background
Since the end of 2012, our company has been intricately involved in supporting Heathrow Airport’s expansion proposals for the Airports Commission. Our role encompassed the development of a comprehensive strategic approach to managing and mitigating aircraft noise, as well as providing expertise in airport optioneering, airspace design, noise modelling, and GIS analysis. Our objective was to ensure compliance with the International Civil Aviation Organisation (ICAO) Balanced Approach, EU regulations, and national policies while actively engaging with local communities to inform priorities and minimise noise impacts.
What We Did
Our team embarked on a multifaceted approach to address the complex challenges associated with Heathrow’s expansion proposals. Key components of our strategy included:
Strategic Noise Management: We developed an overarching strategy aimed at reducing the number of people affected by aircraft noise compared to current levels, with a specific focus on significant reductions in night-time noise exposure. This strategy involved encouraging the use of quieter aircraft, redesigning the airfield to minimise noise emissions, and implementing airspace designs aligned with UK aviation policy.
Airport and Airspace Design: We conducted detailed analyses of approximately 20 variations of airport and airspace configurations, utilising various metrics and approaches to assess noise impacts comprehensively. Our design recommendations prioritised minimising noise exposure for surrounding communities while ensuring operational efficiency for the airport.
Respite and Community Engagement: We advocated for airport operating patterns that provided respite from both arrival and departure noise for affected communities. Additionally, we actively engaged with local stakeholders to gather feedback, address concerns, and incorporate community preferences into our strategy.
Robust Analysis and Documentation: Our team conducted rigorous noise modelling and GIS analysis to assess the impact of proposed expansion scenarios accurately. We developed consultation documentation, economic valuations of noise impacts, and comprehensive reports and presentations to communicate our findings effectively.
