Background
In 2022, Anderson Acoustics was commissioned to carry out an independent review of noise management measures at London Southend Airport (LSA). With a long operational history and significant redevelopment in the past decade, the airport sought an evidence-based evaluation of its current approach and how it aligns with the International Civil Aviation Organization (ICAO) Balanced Approach to aircraft noise management.
Approach
We conducted a structured review of all existing noise management measures, mapping them against the four ICAO pillars:-
- Source Noise Reduction
- Operating Procedures
- Land Use Planning
- Operational Restrictions
alongside a fifth element: Community Engagement and Non-Acoustic Factors.
The review included document analysis, stakeholder interviews, and benchmarking against six comparable UK airports: East Midlands, Bristol, Leeds Bradford, Newcastle, and London City.
Findings
The comparison showed that London Southend and London City Airport share many common measures, such as noise penalties, night-flight restrictions, and preferential routing – despite differing scales of operation.
Other airports were found to be advancing through technological initiatives, including electric ground vehicles and investment in quieter operational equipment. Stakeholder interviews – including airport management, local authorities, and residents – revealed that while LSA’s technical controls are effective, there was a strong appetite for greater transparency and engagement.
The community welcomed innovations like WebTrak, which allows public access to aircraft movement data, but expressed interest in deeper participation in decision-making.
Outcome
The review concluded that LSA remains compliant with its existing limits but has scope to strengthen governance and community trust. Key recommendations included:
- Building Trust: Increase transparency, audit noise actions, and improve direct engagement;
- Setting Clear Objectives: Collaborate with stakeholders to define measurable noise goals;
- Integrating Strategy: Develop a unified Noise Management Framework aligning all ICAO pillars and extending beyond Section 106 obligations.
The project showcased our strategic advisory capability, combining technical understanding of aviation acoustics with strong analytical, comparative, and stakeholder engagement skills. By integrating policy benchmarking, qualitative insight, and acoustic expertise, the team provided practical, evidence-based recommendations that balance operational requirements with community priorities.
