Bridging Policy and People: A New Framework for Airspace Change That Builds Trust
As airspace modernisation continues to reshape the skies over the UK, one truth is becoming clearer than ever: technical solutions alone won’t solve social challenges.
That’s why, in collaboration with Manchester Metropolitan University, we developed a supplementary assessment framework designed to better understand relative fairness and transparency in the airspace change processes.
🧩 The Problem with Policy-Only Thinking
Current frameworks like CAP1616 rightly aim to reduce adverse effects from aircraft noise. But they often lack the tools to evaluate something crucial: how changes might be perceived by the communities they affect.
When the relative risk of social unacceptability of different options isn’t visible – or even considered – trust breaks down. Resistance builds. And socially unacceptable outcomes might be more likely to follow.
🔍 A Fairer Way to Navigate Airspace Change
Our proposed framework doesn’t replace policy. It complements it, focusing on:
- Distributional Fairness – How are noise impacts shared?
- Procedural Fairness – Are communities genuinely part of the process?
- Informational Fairness – Do people understand what’s happening and why?
Using tools like event-based noise metrics (N65) and the Person Events Index (PEI), the framework enables clear, relatable visualisations of how aircraft noise will change – and who will be affected.

Here’s what the framework offers:
- Heatmaps showing spatial changes in noise
- Quantification of affected populations
- Relative risk assessments for social unacceptability
- Steps to enhance consultation and decision-making transparency
It’s about putting communities inside the process – not on the outside reacting to it.

Meaningful engagement can’t happen without trust. And trust can’t grow in the dark.
We’re calling for airspace change sponsors to use this framework not just as a communication tool, but as a decision support mechanism – one that balances operational goals with social outcomes.
