Background
AN:X Developments commissioned us to conduct an air quality assessment and provide a statement to inform the determination of the planning application for a proposed 5-storey building with 8 residential units at 1-2 Banister Road, Kensal Rise, W10 4AG. This application was submitted to the London Borough of Brent (LBB).
Our Approach
We carried out comprehensive air quality assessments, including:
- Site Suitability Assessment
- Air Quality Neutral Assessment
- Demolition/Construction Dust Risk Assessment
Air Quality Assessment
We evaluated the potential impact of air quality on future residents by comparing the development’s location against modelled NO2 and PM10 concentrations, considering air quality objectives and limit values. The environmental impact of the development was assessed by screening building and transport emissions against set criteria. To minimise impact, the development will use air source heat pumps for space and water heating instead of combustion plant and includes 18 secure cycle parking spaces.
Air Quality Neutral Assessment
These assessments ensured the proposed development complies with air quality neutral policies by not exceeding transport and building emissions benchmarks. If benchmarks were exceeded, we identified necessary mitigation or offsetting measures.
Dust Risk Assessment
We conducted a dust risk assessment to comply with the Mayor’s Supplementary Planning Guidance on Sustainable Design and Construction and Control of Dust and Emissions During Construction and Demolition. This assessment identified the risk category for dust emissions during demolition, earthworks, construction, and track-out phases, and established a management and mitigation strategy to control and reduce negative impacts.
Conclusion
All assessments confirmed that the proposed development is a suitable use of the site and complies with relevant air quality policies and guidelines.
