Background
The Latimer and Cranmer Road Rail Bridges Replacement project, managed by J Murphy and Sons Ltd, involved the replacement of rail bridges over Latimer and Cranmer Roads in Forest Gate, within the London Borough of Newham (LBN). This project was essential for maintaining the structural integrity and safety of the rail infrastructure in the area.
We were commissioned to produce the Section 61 application and conduct noise and vibration monitoring.
Importance of Section 61 Application Compliance
Adhering to the limits set out in the Section 61 application under the Control of Pollution Act 1974 is crucial for several reasons:
- Regulatory Compliance: Ensures that the project complies with local authority regulations, avoiding potential legal issues and fines.
- Community Impact: Minimizes the disruption to local residents by controlling noise and vibration levels, thereby maintaining good community relations.
- Environmental Protection: Helps in reducing the environmental impact of construction activities, particularly in densely populated urban areas.
Noise and Vibration Management
To minimize the impact on the local community, we advised several measures to be implemented:
- Best Practicable Means (BPM): The use of BPM for noise control
- Screening of Noisy Equipment: Generators, compressors, and other static plants were screened to reduce noise emissions.
- Use of Silencers: Pneumatic tools were fitted with silencers or mufflers to minimize noise.
- Continuous Noise and Vibration Monitoring: Live monitoring was crucial for ensuring compliance with noise and vibration limits. This included:
- Noise Monitoring: Continuous unattended noise monitoring at locations representative of the worst-affected receptors. This helped in real-time assessment and immediate mitigation if noise levels exceeded the set thresholds.
- Vibration Monitoring: Continuous unattended vibration monitoring during critical phases like piling. This ensured that vibration levels remained within acceptable limits, protecting nearby structures and minimizing disturbance to residents.
Outcome
The noise and vibration management strategies, including live monitoring, minimized the impact on the local community, and effective project management ensured timely completion within the planned schedule.
